4. Bake for about 14 minutes. Immediately transfer the devil dogs to a wire rack and let cool.
5. To make the surprise cupcake filling,
in a small saucepan over medium heat, combine the flour and milk and cook, stir- ring constantly, until thickened. Let cool.
6. In the clean bowl of the electric mixer fitted with the clean flat beater, beat together the shortening and butter. Add the sugar and beat until light and fluffy. Add the cooled milk mixture and beat again, then add the vanilla.
7. Top the flat side of half of the devil
dog cakes with the surprise cupcake
filling, using 1 tablespoon for each cake and spreading to within 1⁄2 inch of the edge. Top with the remaining cakes, flat side down.
